The Chairman of the Regional Council Vasiliy Salygin has presented an initiative and charged all standing commissions of the Regional Council with the task of developing and submitting for session discussion a new program. According to the program, Kharkiv citizens who have lived in the city for not less than 5 years would be able to freely receive the land within a radius of 25 km of Kharkiv for constructing private houses and farming the land adjoining their households.
"I believe that the land within a radius of 25 km of Kharkiv should be given to the people who have lived in the city for not less than 5 years for private building and gardening", sounded the initiative V. Salygin.
Vasiliy Salygin has appealed to the heads of the district councils, town and village heads, heads of households, agricultural economies and enterprises as well as of military powers to make every effort, each of them on their territory, to ensure that the land which is actually used by people and where their houses and household grounds are located, would belong to these people lawfully, that everyone in charge would do all that is necessary to supply the citizens with complete sets of documents. V. Salygin has called on the local heads to be bolder in showing the initiative and to put forward suggestions of a more effective use of the lands under their supervision that are not used rationally enough at the present moment.
The Chairman of the Regional Council Vasiliy Salygin also appeals to all the people of Kharkiv and the area: generate ideas and suggestions concerning this Program and bring them to the Regional Council. "We will without fail consider them at the commission sessions and take them into account at the ratification of the Program", he promised.
