During the today’s regular session, Members of the Regional Council supported implementation of the Civil Society Program in Kharkov Region for 2012-2015.

The Program aims at establishment of favorable conditions for further civil society development in the region, involvement of citizens into public decisions taking on local level, achievement of promotion and protection of human and civil rights and liberties of European standard.

The Program is planned to be implemented in three phases. The first preparation phase will have been finished by the end of 2013 and will include popularization of the Program in civil society institutions environment of the Region. The second phase (2014) will consist of definite undertakings, and the closing phase (2015) will involve formation of suggestions on further improvement of cooperation between civil institutions and local self-government as well as executive authorities.

Implementation of a number of events within the Program’s framework will ensure transfer to systemized functioning of all areas of civil society development. The Program provides for establishment of favorable conditions for operation and development of civil society institutions (CSI); ensuring of cooperation between executive bodies, local self-government and CSI in the process of formation and implementation of regional policies; ensuring of public awareness of the CSI activity etc.

Total budget provided for the Program’s implementation constitutes 3.825 thousand hryvnas, among the sum 3.525 thousand provided from the Regional budget, financing from other sources – 300 thousand hryvnas.
