Sergii Chernov, the President of the Ukrainian Association of District and Regional Councils, the Chairman of the Kharkiv Regional Council, informed members of the National Congress of Local Self-Government on the results of the session of the Constitutional Assembly and formulated the tasks of the National Congress of Local Self-Government as to interaction with the Constitutional Assembly.

Sergii Chernov told the audience that 7 commissions was created at the first session of the Constitutional Assembly held on June 20, 2012, including the Commission for Administrative and Territorial Structure and Local Self-Government. The first meeting of this commission took place on July 4, 2012, where there was approved an indicating schedule and program of work for 2012, proposals of the Commission as to introduction of changes and supplements on the regulation of work of the Constitutional Assembly.

Two working groups are created to optimize work of the Commission and its structure:
• Working Group for Problems of Institutional & Functional Arrangement of Local Self-Government;
• Working Group for Constitutional & Legal Regulation of Municipal Democracy.

The Chairman of the Regional Council told that the draft concept of reform in local self-government and territorial organization of power in Ukraine and memorandum sent to the Cabinet of Ministers were laid open to the public in the web site of the Coordination Council for Development of Civil Society attached to the President of Ukraine. S. Chernov invited the audience to get acquainted with these documents and submit their proposals. “In turn, I undertake to make acquainted the Commission for Administrative and Territorial Structure and Local Self-Government of the Constitutional Assembly with the opinion of the National Congress of Local Self-Government, - he pointed out. – Thus we have the possibility to take part in work of the Constitutional Assembly as regards the issues directly connected with our activities and not to sand apart from the processes determining the future of our citizens”.

“Implementation of the constitutional reform in Ukraine initiated by President Viktor Yanukovych comprises the unique opportunity for local self-government? – emphasized the Chairman of the Regional Council. – Using this reform, we have to provide a reliable basis for future development of local democracy, to lay the foundation for decentralization and a stable regional development of the country”.
