Nowadays Artur Tovmasian, Chairman of Kharkiv City Council, is holding a meeting of the tendering committee of the regional contest of mini-projects “Effective health care in a community”. Albert Kononenko, First Deputy Chairman of the Kharkiv Regional Council; Tetiana Bilovol and Andrii Malysh, Deputies of the Chairman, are taking part at the tendering committee.

Artur Tovmasian stated, “The contest “Effective primary health care in a community” has been successfully implemented in Kharkiv Region. It has been supported by our European partners. We taught medical specialists and heads of communities to work under the health care reform and apply up-to-date European methods. We succeeded in improving material and technical resources in primary care. This useful experience should be used in subsequent work of developing communities. That is why, last year we made a decision to launch the regional contest of mini-projects “Effective health care in a community”. It is aimed at supporting primary and secondary care. Contest participants are local self-government authorities which are founders of medical institutions.”

He also said that there are no similar projects in Ukraine so far, so Kharkiv region can become a good example for other regions.

According to the contest conditions, mini-projects should be non-commercial, aimed at equipping medical establishments with modern equipment and specific devices and facilities, creating proper work conditions and medical service for population, including for people with special need, innovations. The total budget of a mini-project is up to 500,000.00 hryvnias.

Liudmyla Nemykina, Deputy Head of the Contest Commission, Head of the Standing Commission on budget of the Kharkiv Regional Council, informed, “Mini-projects are to be carried out under terms of obligatory co-financing: funds from the regional budget do not make up more than 70% of the project value, funds of communities and partners are not less than 30%. Besides, only one application from one participant can be accepted to compete at the contest.”

Mini-projects should be implemented on the territory of Kharkiv region within one budget year. Mini-projects with implementation in rural areas get priority, compared to other projects. Registration of the projects is April 8 - May 4, 2021.
