Sergiy Chernov, Chairman of Kharkiv Regional Council, President of the Ukrainian  Association of District and Regional Councils takes part in the extended meeting of the Commission of the Ukrainian  Association of District and Regional Councils on issues of construction and local self-governance. The officials of central governmental  authorities, representatives of international  organizations, experts take part in the event along with the members of the Association. 

The subject of the extended  meeting is "Legislative process of decentralisation  reform: main risks and ways to avoid them." It is planned to discuss topical issues of reforming  local self-governance at subregional level as well as elections to  district  self-governance bodies sheduled for October 2020. 

In particular, when expressing  opinion of the Ukrainian  Association of District and Regional Councils related to the reform of the administrative  and territorial  structure, Sergiy Chernov emphasised that since 2017 the Association has been insisting on the fact that formation of the administrative and territorial structure should be  based on consultations of the central authority with self-governing bodies, experts and society. 

Sergiy Chernov stated, "After that legislation related to administrative and territorial structure can be worked out. The Association supports the necessity to form consolidated  districts, but at the same time it has repeatedly warned about unrealibility of forming small unified territorial communities which would not be able to execute all powers with resource-based view. Thus, the Association  believes that the administrative and territorial structure of Ukraine should consist of three sectors - a basic sector, a subregion, a region. A local self-governing  body should relevantly perform at each sector of the administrative and territorial structure. 

Besides, the  President of the Association emphasised that it is extremely important to complete electoral legislation, in particular  related to equal and proper  representation of citizens at the councils, so that the sheduled local elections could be  carried out on a new territorial basis. "Therefore, it requires a complex approach to making up other statutory and regulatory  enactments, in particular amendments to the Constitution of Ukraine related to decentralisation, administrative and territorial structure and local self-government in Ukraine." 

Thus, based on the results of the Commission of the Ukrainian Association of District and Regional Councils on issues of construction and local self-governance, it is planned to work out  relevant proposals and recommendations to be submitted to the President, the Chairman of the Verkhovna Rada and the  Premier Minster, with the request to reconsider  a process of the reform of local self-governance at subregional level and conduct of the local elections  to district councils sheduled for October 2020.
