«Success or defeat depends namely on personnel. Only trained professionals are able to accomplish the most difficult tasks, otherwise even the best opportunities offered by a perfect management decision can be lost in the absence of the necessary knowledge and skills," said the President of the Ukrainian Association of District and Regional Councils, Chairman of Kharkiv Regional Council Sergii Chernov in the program "Where is it?», which acquainted with the progress of decentralization reform on Hromadske Radio.

Therefore, Sergii Chernov says that Kharkiv region began to purposefully cooperate with universities for training, first of all, for the newly formed United Territorial Communities (UTCs):

“Three years ago, Yaroslav Mudryi National Law University offered applicants  a new specialty - “Local Government Lawyer”. Lawyers were usually trained for courts, prosecutors, security services, and other structures. But in the local self-government there is its orientation and specificity. Therefore, the curriculum was based on the practical interests of local authorities. And, it is likely that in Ukraine this is the only such proposal."

Also, the Chairman of the Regional Council told that O.M. Beketov National University of Urban Economy has been preparing territorial development managers in different directions for three years:

“People have the opportunity to get acquainted with the most up-to-date laboratories in the fields of energy conservation and energy efficiency, solar panel installation, gas transportation, water and heat distribution, as well as installing meters, creating association of co-owners of an apartment building, finding and preparing projects. And that is not all  useful knowledge that can be gained by professionals of newly formed United Territorial Communities.”

According to Sergii Chernov, fourteen energy managers have been graduated from the University of Urban Economy for the first time this year. They will become Assistant Managers in the field. These people will generate energy-saving ideas and projects, accompany them to local governments. “The Regional Council, as a coordinator of the initiative of the European Union “Covenant of Mayors” in Kharkiv region, is doing everything to have as many signatories of the Covenant as possible. There are already 18 of them. These are small towns, villages, and UTCs.

They were the first to agree to reduce carbon dioxide emissions by 30% from 2020 to 2030, in accordance with our country's international obligations. After all, climate change is something that concerns every inhabitant of the planet. The only question is how do we, along with the leading nations of the world, achieve the introduction of other, innovative forms of energy without harming the environment."
