In the segment “Where is it?” on Hromadske radio that tells about the progress of decentralization, - the interview with Sergii Chernov,  President of the Ukrainian Association of District and Regional Councils, Chairman of Kharkiv Regional Council, in view of the fact that the Verkhovna Rada has registered presidential draft on making amendments to the Constitution regarding decentralization.

In particular, the conversation touched upon continuing formation of united communities. Sergii Chernov stressed that formation of communities is necessary only on the basis of their further competence not only for a near-term prospect but also for a long-term period:

“It is a big mistake to make the decision and form the community with population of 3500 - 4500 people on the basis of the fact that, for instance, there is a well hole on the territory, which brings additional revenue and that’s what competence is built upon. We see a lot of examples in many regions of Ukraine, where there are about 30 to 50 percent of incompetent communities. Time will make us review these decisions. There is no doubt, that first we need to go through the process of formation of united territorial communities.” 

According to the President of the Ukrainian Association of District and Regional Councils, “The more time passes from the beginning of the reform in 2014, the more opposition comes directly from communities at basic level, which have not even started making changes at local level. Decisions, which were made regarding financial decentralization, gave additional opportunities not only to united territorial communities but also to all communities without exception. Nowadays we have communities which have no institutions that provide services and their local revenues and fees range from 20% to 48%. The rest is subventions and grants. Those, who have no opportunities to provide services, direct this resource to salary and protected expenditure. I am certain that this is not what people, who live there, dreamt of.”
