While holding the seminar Topical issues of district level reformation” in Zatoka, Odesa region, Sergii Chernov, Chairman of Kharkiv Regional Council, President of the Ukrainian Association of District and Regional Councils, Chairman of Kharkiv Regional Council, stated that the main problem of current status of administrative and territorial reformation is uncertainty of the powers to be executed by the local self-government of subregional level.

When making an agenda of today meeting, the Ukrainian Association of District and Regional Councils suggested the participants studying the proposals relating to the powers of district (consolidated) councils and their executive committees.

So, it is stipulated to include the following aspects into the powers of the districts: management and maintenance of the shared cultural objects, objects of physical culture, tourism and architectural monuments; management of shared communal property of the district communities; maintenance of general orphan boarding schools and specialized (sport, music) schools; management of shared water, forest and agricultural objects.  

Besides, the competency of the districts includes rendering certain medical services; construction and maintenance of road facilities and transport infrastructure of district level; protection of environment; remedial actions of natural calamities; actions against unemployment; social assistance to vulnerable segments of the district population; territorial promotion; running cultural and sport events; obtaining grants and providing social and economic district development.

The chairmen of district councils agreed upon suggested powers to be assigned to consolidated districts. During the discussion they also expressed their dissatisfaction with communications and lack of understanding from the newly created united territorial communities which do not participate in the resourcing of communal property and infrastructure shared by the whole district.

Thus, according to the opinion of chairmen of district councils, the state is obliged to define the powers for the district sector very clearly, consequently it will help avoid conflict situations locally and stimulate  balanced development of the territories.

The President of the Association and Vice-Presidents, for their part, will cooperate with the Parliament Committees and Ministries to create platforms which would enable clear communication with the government, so that the district and regional voices will be heard in the capital city.

Sergii Chernov, President of the Ukrainian Association of District and Regional Councils, stated, “There are certain powers which cannot be efficiently executed at the basic level represented by the united territorial communities. Having formed a strong basic level, the state must take care of functionality of the subregional sector, as this refers to quality of services rendered in rural locations and convenience for people.”
