The issue of ensuring public order during the election of the President of Ukraine on March 31, 2019 was considered during the general meeting of the Association of Local Self-Government Bodies of Kharkiv Region.

According to the head of the Directorate-General of the National Police in Kharkiv region, Oleh Beh, 14 district electoral commissions, 1,681 polling stations and 84 special polling stations, which also include penal institutions, hospitals, boarding schools, and the like, will be provided on the territory of Kharkiv region during the elections. There are 2 million 62 thousand voters in Kharkiv region.

“Specially trained officers of structural units will be sent to each district, the main task of them is an immediate response in case of a complication of the operational, criminal situation or any serious irregularities during the election,” says Oleh Beh.

Regarding the previous calculation of the capacities and resources that the police will use, on Election Day it is planned to attract 10.7 thousand officers, of which 6.2 thousand are policemen; 1.7 thousand officers of the Main Directorate of the State Emergency Service; 845 National Guard soldiers; 100 border guards; 1,2 thousand cadets of Kharkiv National University; 600 cadets of  National Academy of the National Guard; 185 cadets of National University of Civil Protection. In addition, a special reserve of thousand of officers has been formed.

Sergii Chernov, the President of the Association of Local Governments of Kharkiv Region, the Chairman of Kharkiv Regional Council, noted the need to coordinate and unite the efforts of the authorities and law enforcement agencies to ensure the free will of citizens. He also stressed that transparent and fair elections guarantee an increase in the level of citizens' confidence in the government.

“Certainly the presidential election, and then the parliamentary election are additional risks for the region. Our common task, not only the police, but all leaders, deputies, executive authorities and state administrations, is to ensure the constitutional rights of citizens, to exercise safely their right and vote,” the Head of the Regional Council noted.
