Sergii Chernov, President of the Ukrainian Association of District and Regional Councils, Chairman of Kharkiv Regional Council announced it on the air of Hromadske radio. 

He mentioned that he was familiar with the position of the Ministry of Regional Development regarding the new model of administrative and territorial structure of the country and was surprised that the point of view of the working group of Kharkiv region was fully ignored.

“This working group included local self-government practicians, representatives of the administration, academics and public figures, as well as representatives of the Ministry of Regional Development itself. During the two meetings, the optimal model was discussed and a compromise regarding the formation of seven districts was agreed upon, - said Sergii Chernov. - Our proposal corresponded to the European practices, and it was assumed that the population of future districts would be composed of 150-200 thousand people”.

According to the option, which was proposed by the Ministry of Regional Development and explained by the President of the Association, four districts are planned to be created in Kharkiv region. Including one district – the city of Kharkiv together with Kharkiv district, which will have more population than the other three, as there are currently about 3 million people in the region, and half of them reside in Kharkiv. For example, the population of Ivano-Frankivsk region amounts to 1.4 million people, although we are talking about the creation of five districts there.

“The Ukrainian Association of District and Regional Councils will address the leadership of the Ministry of Regional Development and will express their vision of the places. We will insist on this proposal to be taken into account”, Sergii Chernov said.

According to him, the position regarding hospital districts was maintained in Kharkiv region last year: “We were imposed four hospital districts again, but we maintained our vision and forced to regard with the opinion of the region, and for some time created a single medical space.”

“We often copy developed European countries and try to transfer it into Ukrainian realities. I think that we should not do this. Undoubtedly, it is necessary to study European experience, but to implement changes, taking into account our geographical position, historical traditions, specifics of the regions, etc. Is different, - Sergii Chernov summarizes. - There should be logic in everything. There can not be hospital parishes and different hospital districts. Therefore, we will continue to work on the creation of an administrative structure comfortable for its residents.”
